Municipality. In the 1st district of Albay, alongside Tabaco City, Tiwi, Bacacay, Malilipot and Santo Domingo. Bounded by Tiwi to the north, Tabaco City to the south and Camarines Sur to the west.
Two sources, two income classesPSA’s current Philippine Standard Geographic Code lists Malinao as a 2nd class municipality. LocalPhilippines still calls it 3rd class, but that page is built on 2007 census figures. The primary record is the BLGF reclassification schedule, which returns HTTP 403 and cannot be read, so this stays a single source and the disagreement is printed rather than resolved by preference.

Population is the 2024 POPCEN, declared official 17 July 2025, against 47,395 in the 2020 census. PSA’s 29 barangay counts sum to exactly 49,570, so the municipal total agrees with its own components. The 2020 count of 47,395 is carried by PhilAtlas and Wikipedia; we could not open PSA’s own 2020 regional table, which returns HTTP 404, so that earlier figure is secondary. PSA’s record for Malinao. Malinao has no municipal website. Neither malinao.gov.ph nor malinaoalbay.gov.ph resolves in DNS. The only government web presence we found is an eLGU service portal on the national e.gov.ph domain, and it serves nothing but “You need to enable JavaScript to run this app” to any client that is not a full browser. That blocks search engines and anyone on a slow connection, and it carries no Transparency Seal, no Full Disclosure section and no budget page that we could reach. A Facebook page appears in search results; we could not verify it is the municipality’s official channel, so it is not linked as one.

What the national data can say about Malinao

Every city page on this site carries a per-LGU cut of the DPWH project dataset. For a municipality that cut cannot be made, and the reason is more useful than a number would be.

The DPWH dataset records two geographic fields per project, the region and the District Engineering Office. There is no municipality field. So the only way to attribute a project to a town is to search the project text, and that matches any barangay of the same name anywhere in the country.

Searching MALINAO nationwide on 18 August 2026 returns 545 projects worth ₱12.75B. Narrowing to Region V leaves 134 worth ₱6.53B. Neither figure is Malinao’s.

11 of the 134 sit in Camarines Sur and Sorsogon district offices, so they are provably not in Malinao, Albay. They are barangays of the same name elsewhere in Bicol. That is a measured false positive floor of 8.2 percent on a regional text match, not an estimate.

The 114 records in Albay 1st DEO are the closest honest bracket, and that district also covers Tabaco City, Tiwi, Bacacay, Malilipot and Santo Domingo. So the true figure for Malinao is at or below 114 projects and this dataset cannot narrow it further. We would rather print that sentence than a precise number that is wrong.

Term 2025 to 2028, elected 12 May 2025. Names as DILG Region V spells them in its masterlist of elected local officials, read 18 August 2026, and corroborated seat by seat against the 2025 election returns. The DILG masterlist. Two sources, two given namesOne name does not reconcile. DILG’s masterlist gives Evelyn Borjal Cellona; Rappler’s 2025 returns give the ballot name Belen Cellona. Surname and seat agree, the given name does not. We print the DILG spelling because it is the official list, and we flag the disagreement rather than smoothing it, because a wrong given name against a real office is exactly the error this site exists to avoid.

Two things people get wrong about Malinao

Both are corrections rather than trivia, and both are the kind of thing a resident or a reporter would otherwise have to take on trust.

Not in the Mayon danger zoneWhen Albay’s Sangguniang Panlalawigan placed eight LGUs under a state of calamity for Mayon’s Alert Level 3 unrest, Malinao was not one of them. The eight are Tabaco City, Legazpi City, Ligao City, Santo Domingo, Malilipot, Daraga, Guinobatan and Camalig. Malinao sits north of Mayon, beyond Tabaco. This is a statement about that declaration and nothing more: we could not read the barangay-level danger zone list, so we do not claim the municipality has no barangay in any zone. Mount Malinao is a different volcanoThe mountain on the municipality’s western side is not Mayon. PHIVOLCS classifies Mount Malinao as potentially active. It straddles Albay and Camarines Sur across Buhi, Malinao and Tiwi, and Luzon’s largest solfataras and hot springs sit on its lower eastern flank, reaching 108 degrees at Naglagbong, where a minor phreatic explosion occurred on 29 July 1980. The Tiwi geothermal plant, one of the first commissioned in the country, is on its slope.
