Legislation
An ordinance is local law and carries penalties. A resolution is an expression of position and generally does not. Both are public records, and almost none of them are searchable anywhere today.
The difference
Local law. Binding, carries penalties, needs three readings and the local chief executive’s approval.
A statement of position or an authorisation. Generally not penal and often needs only one reading.
Issued by the governor or mayor, not the council. Covered under executive issuances.
