Two seats are missing and they are not vacancies. A city council also seats two ex-officio members, the president of the Liga ng mga Barangay and the president of the Sangguniang Kabataan federation. Neither is named on any page we found, so neither is listed. Twelve is the regular complement, not the whole body.

Why this is empty, and what would fill it. One punong barangay, seven kagawad and one SK chairperson is nine people per barangay, so 27 barangays is roughly 243 named individuals for this city alone, and 3,471 barangays across Bicol is about 31,000. That is a data pipeline off the COMELEC canvass and the DILG directory, not something anyone types, and certainly not something a language model should produce from memory.
