The official website

What this city publishes

Checked 17 August 2026 as part of our regional transparency audit.

Naga official site

7/12 on our audit

https://www2.naga.gov.ph/

The best LGU website in Bicol and it is not close. Publishes a Full Disclosure Policy section, annual budget, bids and projects, a Citizens Charter, ordinances back to 2026, executive orders archived to 2004, and a separate People’s Budget Portal. The one structural problem is that the content sits on the www2 subdomain while naga.gov.ph is the canonical name, which splits citations and search authority across two hostnames for no benefit.

Public money

What is being built in Naga, and who is building it

Two streams of public money build things in every Philippine city. The national government builds roads, bridges and flood control through DPWH, and the city builds its own programs out of its own budget. The first is published as data. The second usually is not, so this section shows both and marks the difference.

Pulled 18 August 2026 from the DPWH projects API behind bisto.ph, a BetterGov.ph and TAPAT initiative under a Memorandum of Cooperation with DPWH. The API records location as province and district engineering office only, with no city field, so this is a full-text match on the project description. A looser search finds 10 more projects worth ₱176.9M that name Naga barangays without writing the word “city”, so the count above is a floor rather than a total.

By category, Naga
Category Projects Contract value
Roads 38 ₱1,105.8M
Buildings and Facilities 72 ₱944.1M
Flood Control and Drainage 25 ₱799.1M
Bridges 10 ₱215.8M
Water Provision and Storage 1 ₱3.2M

146 of 221 projects carry one of the clean category strings. The other 75 hold a fund code such as “GAA 2025 SSP” or two categories in one field. That is dirt in the source data and we count it as unclassified rather than guess.

One contractor holds 31.1% of it

Philworks Construction & Supply holds 25 of the 221 contracts in Naga, worth ₱1.70B. The five largest names together hold 56.6%.

Concentration is not evidence that anything improper happened, and this page does not suggest it is. Bicol has a small pool of firms with the bonding capacity for national road work, and a specialist winning repeatedly is an ordinary outcome. It is still a number worth knowing, so here it is against its peers, largest single contractor share in each of the seven Bicol cities.

Shares are of each city’s own contract value, not of the region. Names are matched as DPWH records them, so a joint venture counts as its own name and a firm appearing both alone and in a joint venture is undercounted here. The regional contractor view.

Proposed, not spent. These are budget proposals for 2027. The portal’s own terms say the figures change through the Local Finance Committee and Sangguniang Panlungsod, and that audit-grade numbers come from the City Budget Office. Read them as intent.

The registry lists 12 programs. The 10 above total ₱44.1M, so ₱103.7M sits in the two rows we could not read: the second page of the registry renders only in a browser, and the portal’s own API answers “missing access token”, so we did not go around it. Approved city budgets are posted separately as PDFs, 2011 to 2025, one approved city budget per year as a PDF, with 2015 missing. The budget archive.

Stage 3. Awarded, under construction, finished

the city’s own projectsnothing published

Nobody in Bicol publishes this stage

For city-funded work there is no register anywhere in the region of what was awarded, to whom, for how much, and whether it was finished. Proposals get published. Bid invitations get published. What happened next does not.

The gap matters because it is the only stage a resident can check with their own eyes. A road either exists or it does not. Until an LGU publishes awards and completion, the national projects in Stage 1 are the only public works in Naga anyone outside city hall can follow from money to concrete.

Services

Getting something done in Naga

Twelve of these are handled by the city hall and four are national services with offices in Bicol. Requirements vary by LGU, which is what the Citizens Charter is for.
