Eleven cooperatives supply every city and municipality in the region, and 904,432 connections between them. They do not report interruptions the same way, and one of them does it properly. This section keeps what they publish next to what residents report, and says which is which.

Connections are not households. The figure is each utility’s own customer count, so a single meter can cover a family, a sari-sari store or a school. It is here because it is the only honest way to compare a small island system with a mainland cooperative ten times its size. It is not a population count and this page never uses it as one.

All of these were opened on the same day, so this is a record of what was there rather than an impression. A utility with no entry has not been checked yet, and the table says so instead of guessing.

The notice text never reaches ALECO’s own server, it renders inside an iframe from facebook.com, so there is nothing on the site to read or search. Its own top menu carries ADVISORY and POWER INTERRUPTION, and both point at a page that returns 404 with the words Coming Soon. Largest utility in the region by connections, most closed channel of the three checked so far. source

CASURECO I is the benchmark, not the exception. It posts each notice as an ordinary page on its own website, names the affected barangays, gives the window and the reason, and posts cancellations too. Any cooperative in Bicol could do the same thing tomorrow with the website it already has. That is the point of putting them side by side.

The form takes about 30 seconds and asks for no account number. Power interruption is the one category where a photo is optional, because you cannot photograph an absence of electricity.

SAIFI and SAIDI need the number of customers interrupted per feeder per event. No cooperative here publishes that, so nothing on this site is called SAIFI or SAIDI.

What is missing from the record is not the same as what did not happen. An area with no entries may simply have nobody reporting yet.

One household is not an area

A record is marked confirmed at five or more reports from three or more households within 500 metres and 60 minutes. Below that it stays a single observation.

One thread with forty replies is one signal, never forty reports. We record the area, the time and the problem, never the person.

How to argue with this page. Every figure carries the source it came from and the date it was read. No motive is inferred anywhere: if an announcement states no reason, the record says not stated. Anything here can be disputed by anyone, including the cooperatives, through corrections.
